  2. Evaluate criminal records using EEOC guidance - including the nature-time-job analysis and individualized assessment - and apply these concepts to real hiring scenarios.
  3. Distinguish federal requirements (FCRA, Title 7) from key state and local fair‑chance laws, including examples from Florida, New York, and Ohio.
  4. Apply a structured decision framework to determine when to proceed, pause, or initiate adverse action in response to background check findings.
